Attorney BURL W. WAITS has practice law in Sacramento, California for 42 years and been key in forming several community non-profit organizations. In 1988, he formed Process Learning Centers (PLC) a nonprofit corporation which focuses primarily on networking for the enhancement of human learning. PLC has used video conferencing for eight years. Since April 2005, Burl and his wife Diane Lowe have been actively involved in supporting people and projects in Rwanda and education projects in the United States.

Sacramento native Diane Lowe is retired following successful careers as small business owner/manager and district representative for State Senator. A civic and church leader, Ms. Lowe has held numerous leadership appointments in local, national and international ecumenical, civic, political and military-support positions. She has enjoyed travels in 44 countries and thoroughly enjoys her family time with 10 children and 27 grandchildren.

Dr. Bly has been in education for more than 35 years. She began her career in the Sacramento City Unified School District where she was a teacher, principal and district office administrator. Prior to becoming Superintendent of the Rescue Union School District, she was the Deputy Superintendent for Davis Joint Unified School District. Dr. Bly has been engaged in the field of technology for many years. She participated in one of California’s first studies of using technology in classrooms in 1978, became the district’s technology trainer and spent eight years as the principal of a school that hosted the district’s demonstration classroom and provided testing for new resources.

Over 35 years of teaching, coaching and business experience. Taught and spoken at numerous conferences/seminars on character, time management, goal setting, personal development, life skills. Taught most subjects in Junior High School and High School. Inducted into two Halls of Fame in Athletic Coaching. Mentored the 2011 California State Teacher of the Year – Kadir Rajagopal.. Set up video conferencing with 3 high schools in the Twin Rivers Unified School district and Sister high schools in Matsuyama, Japan. This fall, added Jinan, China.
